This study sought to develop a proposed strategy to promote and develop positive digital citizenship values Citizens of the Gulf Cooperation Council countries through the means of social communication, which is an important demand in light of the critical situations, both political, economic or security experienced by the Arab region,To achieve The study dealt with the most important contemporary challenges and social, psychological, cultural, religious, economic and political factors affecting the concept of citizenship in general and electronic digital citizenship in particular. As well as measuring the rate of citizenship or relationship between the individual and the state, and ways to strengthen them, and ways of development of citizens of the Gulf Cooperation Council, to strengthen preventive security, and contribute to the payment of The project of the Gulf Union and to identify the level of digital citizenship values of the citizens of the GCC through social media , 4 million tweets were collected Users from the site (Twitter) for social communication and directly according to certain
characteristics, a large number and the ideal of digital data to achieve the primary objective of the study, has been using techniques and tools developed to analyze this data and then use multiple statistical methods to evaluate the results.The research framework was then divided into two main parts: the first concerned the proposed framework, the second with artificial intelligence (AI), and the Machine Learning technique. The framework resulted in a number of findings that illustrate the current status of individual citizenship, Fill the defect to obtain a higher digital citizenship level and to translate the results of the study in a realistic way , A comprehensive Gulf Strategic Plan proposal was presented to promote and develop the values of digital citizenship, including a set of measurable operational programs based on the concept of citizenship, digital citizenship and best global practices, and an actionable plan of action independent of research, Statement of implementation mechanisms within the GCC |
